What is new
Estonia joins Tarifo as our fifth state-fee-only country, after the United Kingdom, the Netherlands, Portugal, and Latvia. Estonia has no statutory lawyer tariff — advocates’ fees (advokaaditasu) are freely agreed in writing under the Advokatuuri seadus. So this calculator runs a single engine and reports the one figure that is fixed by law: the riigilõiv, the mandatory court fee payable to the State to file or proceed with a case. It is set by the Riigilõivuseadus (State Fees Act), § 59 (civil), § 60 (administrative), and Lisa 1 (Annex 1: the value-band table), reformed and effective 12.06.2026.
What it accounts for
The riigilõiv is a fixed-amount band table — not a percentage. Thirty-one bands run from €100 (claim value ≤ €350, the statutory minimum) up to €4.760 (€350.001–€500.000). Above €500.000 the fee is capped at €5.000, a key guardrail on high-value disputes. Non-assessable matters (divorce, custody, adoption, maintenance) carry flat fees: €100 for divorce, €10 for custody/adoption/protection-from-violence, €40 for parentage claims. Non-property and other-remedy disputes cost €420 flat. Interim relief costs €70. A payment order (maksekäsk) is 3% of the claim, minimum €65. Administrative disputes and tax complaints are 3% clamped to [€20, €1.050]. An appeal is charged at the full first-instance rate — no halving multiplier. Employees in employment cases and maintenance claimants are exempt under § 22. Cassation deposits, enforcement proceedings (kohtutäitur), and insolvency deposits (pankrotiseadus) are out of scope.
Try it
Pick a case type, enter the amount in dispute where it applies, and you get the exact statutory riigilõiv. This is a mandatory government charge, not a lawyer fee — a party with insufficient means may petition the court for fee relief.
